A guard walks up to one of the many trees near the center of town. At it's base, he sets up a large board sign. Once it's up he begins to post a few papers on the wood. Some are little bounties and wanted posters for small time crimes like thieving and vandalism. One in particular however is for a much higher bounty. There isn't a picture and the description is simply an Obern with a large '4' on the left side of his fore head. The bounty for 'Kuro' the Obern is 10 platinum, and he is wanted for over 20 counts of murder, destruction of property, thievery, and various other crimes. Kuro seems to target Obern especially, and the reason for this remains unknown. He is extremely dangerous and it is advised to not approach alone. If anyone has any information, please alert the guards post immediately.

No. Ten platinum is the recompense offered for the danger of apprehending this renegade Obern. Make no mistake -- the cost for committing so many murders is far, far more dire. There is no monetary value that can equate to a life.
The platinum, which I am more than willing to share, is a reward for removing the threat to Obern such as myself, and other races should Kuro decide that Obern are not enough. I feel he has a lot of hatred in him. -Kanteen

Ok, so let me get this straight... One tin can wants to scrap the others for no reason, so another offers himself as a lure... Hmm... Now all we need is a bit of string, a stick, and a hook.
Really though, it is wise to be concerned with capturing a fugitive rather than the reward for doing so. After all, if you keep your eye on something other than the target, you won't see the knife gliding across your throat.
I agree with the Justicar. The reward would make my life convenient, but keeping my fellows safe is more important. as for a hook and string, if it helps I will use them, but I do not see how your plan will come together. -Kanteen

(Alright, I can work with that) The next day, there is a crowd gathered around the wanted board. Their whispers filled with panic, and none seem to be getting to close. Making your way through the crowd shows the notice board has a splatter of blood up one side, and the severed head of a guard (probably just a random patrol since no one was posted to watch the board specifically) stuck to the board with a knife embedded through the eye. Wrote in the blood, that at one point flowed down from the neck only to pool on the body below, is this. "Death will find you again, as it has before Kanteen". There are also a few large gashes in the board, seem like cut marks, probably from the fight against the guard.
